Federal Government Reorganises NCAA Leadership Following Corruption Allegations

The Federal Government of Nigeria, through the Minister of Aviation and Aerospace Development, Festus Keyamo, has carried out a strategic reshuffle of senior directors within the Nigeria Civil Aviation Authority (NCAA). The changes come amid swirling corruption allegations and concerns about regulatory lapses at the aviation regulatory agency.

Context and Trigger

The reshuffle follows rumours and reports of serious corrupt practices involving key officers, particularly within the NCAA’s Directorate of Airworthiness Standards. This department is critical to the agency’s mandate, ensuring that civil aircraft meet required safety and maintenance standards in line with international norms.

These allegations have gained traction against a backdrop of multiple aircraft incidents investigated by the Nigeria Safety Investigation Board in mid-December 2025 — involving a Hawker 800XP that crash-landed in Kano and a Cessna 172 that crashed during approach in Owerri, though without fatalities.

In earlier years, questions about leadership integrity and oversight at NCAA also surfaced in public discourse, including legal actions and investigations involving top officials.





Details of the Reshuffle

Under the directive of the aviation minister:
  • Godwin Balang, previously Director of Aerodromes and Airspace Standards, has been redeployed to head the Directorate of Airworthiness Standards — the unit at the heart of the controversy.

  • Alhaji Ahmad Abba, formerly Director of Special Duties at the Nigerian Airspace Management Agency (NAMA), has been redeployed to head the Directorate of Aerodromes and Airspace Standards at the NCAA.

The changes were formalised at NCAA headquarters in Abuja, with Balang assuming his new post recently. Sources within the ministry described the move as a targeted intervention aimed at tightening oversight of functions critical to flight safety.

Official Position and Ongoing Investigation

Although widely interpreted as a response to allegations of compromise and procedural laxity within the regulatory apparatus, the ministry has maintained that the reshuffle is chiefly an administrative measure to enhance effectiveness.

The media aide to the minister stated that while an investigation into the corruption rumours is ongoing, the changes in leadership are not necessarily a direct disciplinary action tied solely to the complaints.

Minister Keyamo had earlier confirmed receipt of the rumoured corruption documents and pledged a transparent probe, emphasising that threats to aviation safety could not be ignored under his tenure.

Broader Implications

The reshuffle highlights mounting pressure on Nigeria’s aviation regulator to strengthen internal controls and restore confidence in safety oversight.

The Directorate of Airworthiness Standards plays a central role in issuing Certificates of Airworthiness, approving maintenance regimes, and ensuring compliance with International Civil Aviation Organisation (ICAO), standards.

As the investigation continues, stakeholders across the industry — from airlines to passengers — will be watching closely to see if these administrative changes translate into enhanced accountability and improved safety outcomes.
